You will serve as a FISCAL PROPERTY ACCOUNTABILITY PROGRAM ANALYST in the Financial Management Division of COMMANDER NAVY REGION MARIANAS.

Duties

You will provide daily oversight to the property management programs. You will review policies and guidance pertaining to the maintenance of all property records. You will recommend new or updated internal property management policies as necessary to ensure all acquired property is properly managed. You will maintain appropriate levels of supplies and equipment, schedules ongoing inventories. You will request, receive, document, and issues non-expendable property items to Primary/Alternate Property Custodians or designated representatives. You will review reportable credit card purchases and ensures proper accountability as required by regulation into property records. You will prepares inventory lists and provides guidance and assistance to Property Custodians in conducting inventories. You will establish and oversees the execution of an annual inventory schedule of accounts.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • Work is performed in an office setting with adequate lighting, ventilation and heating, Some travel is required. Professional attire is a routine expectation of this position.

Qualifications

GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and carrying out a Property Accountability Program, including analyzing and evaluating the efficiency and effectiveness of the program; policy administration, and controlling operations under a Property Accountability System (e.g. DPAS). GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: maintaining supplies and equipment, scheduling inventories, maintaining records for all leased, loaned, and borrowed equipment; reviewing and approving inventory reports; AND recommending internal property management policies to ensure all acquired property is properly managed. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: for GS-11, you may be minimally qualified by having:

Successfully completed a Ph.D. or equivalent doctoral degree.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

OR

OR

A combination of experience and graduate education as described above that equates to one year of experience. Percentage of the required education plus percentage of the required experience must equal one hundred percent.
