You will serve as a BUSINESS DIRECTOR of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 12.04% and 12.96%, respectively. COLA and NFPD are subject to change without notice.

Duties

You will provide for the planning, requirements determination, and documentation of security, military and civilian manpower requirements. You will serve as the Community Management (CM) Advocate for the command and lead the CM process for the command. You will serve as the principal leader in the development and implementation of the commander's strategic direction and objectives, and business process improvements. You will work closely with the command Comptroller (FM) leading the Planning and Programming (PP) phases of resource management, integrating requirements definition and risk based strategic assessments for the command. You will be responsible for the oversight of the Command Services function which includes: processing classified/unclassified correspondence, preparing/maintaining travel orders and files, and administering the directives system.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing business performance of a major organization or command; 2) Leading changes in an organization's culture by influencing, motivating, and challenging senior leadership within an organization; 3) Directing strategic business thinking and subsequent planning and operations, ensuring they are in sync with an organization's mission and objectives; 4) Providing expert leadership and managerial skills to advise other senior managers regarding operational policies encompassing people, budget, and processes; 5) Providing direction for a major organization or command through expertise in strategic thinking, business analytics, planning, resource management, policy oversight, command-level or organization-level oversight, and supervision.
