This announcement will be used to hire two positions: the PMS 401 Undersea Acoustic Systems Program Office International Team Lead and the PMS 401 Undersea Acoustic Systems Program Office AUKUS Lead within PEO Undersea Warfare Systems (PEO(UWS), Team Submarine.
Duties
You will serve as either the PMS 401 International Lead OR the PMS 401 AUKUS Lead within PEO Undersea Warfare Systems (PEO(UWS)), Team Submarine.
You will oversee operations for all Foreign Military Sales (FMS) within Team Submarine to include the development of Letters of Offer and Acceptance for the acquisition of approved systems and services.
You will oversee and attend Program Management Reviews and Executive Steering Committees with Partners and Allies.
You will manage and approve export licenses, third party transfers, and foreign visit requests.
You will work closely with Program Offices, Partners and Allies for the day-to-day administration of Cooperative Programs.
You will work directly with Navy International Programs Office to develop and maintain the export policy as voted upon by the Technology Transfer Security Assistance Review Board.
You will work with Naval Undersea Warfare Centers, Naval Supply System, and Naval Sea Systems Command to coordinate the efforts to fulfill all contract requirements to build, deliver, and maintain FMS capabilities purchased by Partners and Allies.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-03; GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing foreign military sales (FMS) cases to meet the product and service objectives of allied international fleet customers. Examples of qualifying experience may include developing Letters of Offer and Acceptance for the acquisition of approved systems and services, developing and maintaining export policy as voted upon by the Technology Transfer Security Assistance Review Board, or coordinate the efforts to fulfill all contract requirements to build, deliver, and maintain FMS capabilities purchased by Partners and Allies.
