Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-4 some of your typical work assignments may include: Advise the Missile Defense Agency (MDA) leadership on all policy matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS). Ensure that BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies. Develop policy to assess, manage, and eliminate risk related to program cost, schedule, and performance. Work with leadership to identity and conduct special studies and analyses to determine the future course of MDA programs to improve efficiency by identifying and proposing new organizational structures, realignment of functions and staffing levels, improving operating concepts and criteria, and stimulating the development of improved policies, methodologies, and techniques across the BMDS. Research, coordinate, plan, and brief actions in support of MDA's objectives, goals, and vision. Research, analyze, and participate in drafting and reviewing comprehensive reports to Congress, and prepare, review, and document draft testimony and responses to Congressional or external inquiries. Serve as expert planner, analyst, and advisor to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key agency programs.

  • Pre-employment urinalysis testing and random testing required.
  • Must obtain/maintain Non-critical Sensitive/Secret security clearance.
  • Position requires DoD Acquisition Program Management Advanced certification within required timeframes.
  • Must obtain mandatory Back to Basics (B2B) certification within 48 months of entry into position.
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience working with and across executive staff, joint staffs, commands, agencies and the services. Experience applying systems acquisition/contracting processes, policies, procedures, and practices necessary to develop and assess policy. Experience in written and oral communications, including planning, coordinating, developing and delivering presentations and reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
