About the Position: This is a Contract Specialist, GS-1102-13 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Contracting Division.
Omaha District has childcare conveniently located within the federal building. District employees qualify for the Army Childcare Fee Assistance program to help offset the cost of civilian childcare.
Duties
Plan, develop and establish long and short range procurement plans, strategies and approaches for the overall acquisition program.
Provide expert advice and input for procurement elements of program planning documents.
Prepare and coordinate acquisition planning documents.
Advise program officials in procurement planning meetings of the procurement objectives to be used and explores new or innovative contracting approaches to arrive at an equitable contract management.
Serve as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team and leading the negotiations conducted with contractors to reach and a fair and reasonable position for all parties involved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 5-15% of the time.
- Incumbent is required to obtain a $250M or higher Contracting Officer's Warrant within six (6) months of employment, possess and maintain the warrant thereafter.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Developing acquisition plans/strategies; AND 2) Negotiating contract procedures in accordance with acquisition regulations; AND 3) Analyzing PRE and POST award procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
