Duties
Exercises staff supervision over all functional phases of contracting performed in the District.
Advises Executive Office personnel and Project/Technical Managers in all phases of the acquisition process.
Reviews and approves or rejects long-range work requirements
Supervises and directs the maintenance and archiving of the official contract files for the purpose of determining that documentation is adequate, complete and executed properly and timely.
Monitors and analyzes progress to assure timeliness, quality and compliance with all contract requirements.
Solves wage rate discrepancies and specification changes
Directs the preparation and submission of various procurement-related reports in support of various HQUSACE programs affecting the overall policy and organizational structure.
Ensures contract and support documents are in accordance with all laws and regulations and there are sufficient contract funds prior to awarding
Conducts daily oversight of the team’s performance by assigning, reviewing, approving or rejecting daily work requirements and also approves routine leave.
Interprets and implements all USACE, DA and DOD policies, regulations, guidelines and develops and implements new work procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
- The assigned Career Category/Functional Area and Career Level Certification Category can be found on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Reviews and approves or rejects short/long range work requirements; 2) Experience in pre & post award requirements (such as: proper usage of Determinations and Findings, contract clauses, amendments, source selection, modifications and justifications and approvals); AND 3) Experience developing acquisition strategies/plans.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
