About the Position: Serves as Chief, Contracting Division, responsible for the planning and execution of acquiring all necessary commodities in support of the Omaha District's mission.
This is an obligated position which an employee has return rights back to.
Duties
Manage the procurement of all types of supplies, services including construction and architect engineer design contracts.
Plan for, request and negotiate the acquisition of all necessary resources to support the Contracting Division and prepares input for budgets.
Implement contracting laws, higher authority directives and policy, develops and issues local guidance.
Determine methods of procurement and locating sources, competitive negotiation conducting a full range of evaluations to determine responsiveness and responsibility.
Interprets technical, legal and audit decisions and analyzes their impact on the procurement.
Plan and conduct post-award conferences to ensure compliance with contractual requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance for the duration of employment in this position.
- This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Critical Acquisition Position. Must be an Acquisition member at the time of permanent selection or have been granted a waiver.
- Must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- This position has been designated "Mission Essential". In the event of any emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications
Position may be filled as a temporary promotion, reassignment or change to lower gradeNTE 1 year by a current permanent Army employee, may be extended up to a maximum of five years or made permanent without further competition. For current permanent Army employees with competitive status (tenure 1 or 2), return rights will be negotiated prior to being placed in the temporary assignment.
Position may be filled as a temporary appointment NTE 1 year, may be extended up to the maximum of 3 years. If a permanent federal employee applies and is selected, the employee will forfeit their permanent status and becomes subject to the provisions of the temporary appointment. Permanent employees who accept a time limited appointment will not have placement rights to the previously held permanent position at the end of the time limited appointment.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience overseeing all phases of contract administration and management; managing the procurement of all types of supplies and services; analyzing contracting policy for proper implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
