About the Position: This position is with the Contracting Division, U.S. Army Corps of Engineers, Omaha District. The office is located in downtown Omaha, NE.

Duties

As Supervisory Contract Specialist, provides both technical and administrative supervision over assigned civilian and military personnel, e.g., team leads, contracting officers, contract specialists and procurement specialists. Resolves work problems presented by subordinates and recommends or implements ways to improve production/quality of work in the unit. Interviews candidates for subordinate positions and recommend hiring, promotion or reassignments for the branch. Personally reviews contractual or other actions which are not covered by established policy or are controversial in terms of potential effects, legal implications, or effect on other related DOD agencies. Functions within a source selection team and is involved with pre-award actions to assist in preparation of source selection documents, location of evaluation resources, and coordination of needed facilities. Reviews/approves negotiation position, the determination of types of contracts and negotiation authority to be used, and justification for negotiation position and other requirements. Executes all approval levels within assigned contracting authority.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R
  • This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Reviews and approves or rejects short/long range work requirements; 2) Experience in pre & post award requirements (such as: proper usage of Determinations and Findings, contract clauses, amendments, source selection, modifications and justifications and approvals); AND 3) Experience developing acquisition strategies/plans.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementPlanning and EvaluatingPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
