About the Position: This position is located within the Materiel Systems Organization (MSO) in Warren, MI. The Materiel Systems Organization is one of the Department of the Army's premier support organizations. The MSO encompasses TACOM's total life cycle acquisition responsibilities, providing functional and technical expertise for disciplined program and contract execution.
This position will be filled on a permanent basis.
Duties
Responsible for budget formulation, to include oversight and coordination, of various funded programs.
Revises, plans, guides, and evaluates the development and implementation of methods and procedures for budget formulation and administration.
Develops long-range budget concepts and procedures, funding policies and procedures.
Executes fund control responsibilities in administering/executing approved budgets to include certifying funds availability on obligation documents.
Allocates funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, and approved funding.
Coordinates year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violations.
Perform the full range of supervisory responsibilities such as assigning/monitoring workload, evaluating performance, training, mentoring/coaching subordinates, identifying training needs of employees, and taking corrective action when required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- DoD Financial Management Certification level 2 is required for this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to guidelines and requirements of this certification program.
- Overtime may be required during unique situations and/or during year end budget closeout.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: Formulating budgets to adequately fund organizational programs; monitoring expenditures to ensure cost-effective support of programs; advising management on financial aspects of projects and accounts to ensure compliancy of budgetary regulations; preparing budget reports to identify discrepancies and/or funding shortages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02).

This position is under the Acquisition Demonstration Project. The NH-04 broadband incorporates former GS equivalents GS-12 step 1 through GS-13 step 10 grade levels and salary levels.
