You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the RESEARCH AND DEV BUSINESS ANALYSIS DIVISION, PROGRAM AND BUSINESS ANALYSIS DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will supervise and mentor all program and business analysis (PBAD) employees with the Research and Development Group including Departments, Divisions, Branches and Sections.
You will provide knowledgeable input, financial management advice and guidance regarding financial regulations, policies and procedures to senior leaders.
You will be responsible for working collaboratively with D/E5 leadership to develop and implement Group Level operations and business solutions.
You will manage the Research and Development Group (RDG) 5.0 POH budget and develop/communicate appropriate strategies to achieve goals related to all RDG 5.0 resources.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Utilizing Navy Enterprise Resource Planning (ERP) and the ability to extract information from ERP and provide data analysis using Excel formats; 2) Providing leadership and mentor employees including directing and prioritizing work assignments; 3) Developing and managing the execution of budgets, as well as making recommendations when required; 4) Demonstrating knowledge of Department of Defense Financial Management Policy and Regulation.
