The primary purpose of this position is to Administer the planning, developing, and establishing program guidance, assessments, requirements, and advisory services for the 78th Civil Engineer Group. Supports subordinate unit/branch commanders in the development, review, and full assessment of organization status as it relates to achieving maximum program readiness.

Duties

Administers Group Support Programs to manages or directs effectiveness, efficiency, and productivity of substantive mission-oriented programs such as programs integrating management services with the general management of an organization. Establishes, defines, and implements requirements to ensure operations are in line with regulatory requirements, support goals, and mission requirements by developing, monitoring, and analyzes applicable statistical data to track assigned programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Participates in special initiatives, studies and projects related to the Mission Support Group. and advising managers in operational planning and determines immediate and long-range program/training and technology needs. Attends meetings, conferences, briefings, and seminars related to program planning through various leadership and technical meetings with written correspondences.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: You must meet the following qualification requirement and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. OPM Link: OPM Qualification Individual Occupational Requirements: OPM Guidance for Education Services Series - 1740 MIMIMUM EXPERIENCE: I have or will have within 120 days of the closing date of this announcement, at least one (1) year (52 weeks) of basic experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of experience includes: a bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas assisting the Education Services Officer (ESO) in providing professional and specialized administrative and technical assistance in the development and operation of all education and training services programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable Time-in-Grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support program administration responsibilities. Knowledge of unit/group/installation mission requirements, vulnerabilities, operational and security policies, inspection program goals and objectives, internal controls, and operations of a wide variety of organizations. Knowledge of sustainment program inspection requirements, reports, and program terms to include Training Program, Reasonable Accommodation Program, Awards Program, and other mandated requirements for the Group as assigned as well as knowledge of common management principles to provide advisory services and inspect assigned programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
