Serves as a Human Resources (HR) Specialist within the Employment Services Branch in the HR Services Division (HRSD), independently performs full range of assignments under guidance of a manager or experienced HR professional. Assignments require the application of complex HR concepts, principles, regulations and policy. Applies and advises on merit systems principles to assist managers in attracting a high quality and diverse workforce.
Duties
FV-H duties: As a full performance level HR Specialist, applies experience and advanced knowledge applicable to projects/programs to plan and accomplish assignments. Assignments may include:

- Selective Service Registration is required for males born after 12/31/1959.

To qualify for this position at the FV-H level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade, FV-G or FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.Specialized experience includes experience that demonstrates sound knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance; experience developing vacancy announcements, coding personnel actions and applying provisions of compensation and pay systems; experience advising managers and other personnel on complex staffing issues and identifying and recommending solutions.To qualify for this position at the FV-I level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade, FV-H or FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.Specialized experience includes experience that demonstrates comprehensive knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance and training, leading and mentoring other Human Resources professionals; experience serving as an advisor to managers and other personnel on complex and unique staffing issues, identifying and recommending solutions and preparing and conducting briefings and presentations for a variety of target audiences; Experience interpreting and applying provisions of compensation and pay systems.Qualifications must be met by the closing date of this vacancy announcement.
