DCSA is seeking a highly motivated, innovative, and experienced analyst to support the financial data branch. The incumbent will work across the enterprise to assess direct and dependent CFO systems and data, address deficiencies, and develop creative solutions using business intelligence tools. The incumbent will leverage automation, machine learning, and creative technologies to develop recommendations for business process and system improvements.

Duties

As a FINANCIAL MANAGEMENT ANALYST you will be responsible for the following duties: - Duties are performed under the broad guidance of the Deputy Chief Financial Officer, who relies upon the Financial Management Analyst to help ensure financial and accounting systems are operating correctly in accordance with established Department of Defense (DoD) financial management policies upon independent assessment and interpretation. - As the Financial Management Analyst, the incumbent provides advice, assistance, direction, policy guidance and technical analysis of DCSA's financial system and data activities supporting resource management, accounting and time and attendance functions. - The incumbent coordinates with other financial system and data analysts, including government and contracted staff, engaged in operations of financial systems, coordination of future delivery of system enhancements and new capabilities, resolution of system malfunctions, financial data computing errors, IT control deficiencies and processing latency. - The incumbent collaborates with team members for the purpose of generating ideas and approaches for total financial systems improvement, systems requirements, processes, procedures, personnel and training. - The incumbent coordinates closely with and/or works in teams with systems accountants and computer specialists ensuring automated systems are integrated in design, function with overall financial systems. - The incumbent, in concert with their supervisor, exercises independent assessment and interpretation financial management policies and procedures impacting the operation of DCSA financial systems. - The incumbent recommends courses of actions to address financial system deficiencies and develops subsequent policy and procedure recommendations for the efficient and effective use of financial systems. - The incumbent ensures System Audit Readiness and Systems Controls as well as the management of overall System budget aspects. - Processes work through the understanding of the applicable National Institute of Standards and Technology (NIST) standards, GAO audit guidance, Federal Information Control Audit Manual (FISCAM) and Management Internal Control Program (MICP) methodologies and their relationship to audit readiness. - Ensures adequate Internal Control systems are developed and operative so that all resources are most efficiently and effectively managed. - The incumbent determines and monitors the delivery status of contract support requirements for system operations and maintenance as well as future enhancements. - The incumbent engages with financial system support contractors and other government staff to design and maintain financial management reports, analytic tools and information processes derived from financial systems for the overall benefit of organizational business management.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in utilizing the Planning, Programming, Budgeting, and Execution System; Reviewing, monitoring, and assessing the financial impact of implemented policies and practices; Ensuring compliance with financial policies and principles, offering expert advice and conducing analysis for accurate financial system functioning and reporting. Coordinating and collaborating with internal and external stakeholders to demonstrate problem solving, innovation, and the organization of complex system and reporting data. Having strong foundation in financial data analysis, written and oral presentation, and strategic thinking. Specifically you will be evaluated on the following competencies: 1. Financial Management Systems:Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity 2. Decision Support: Perform complex financial, accounting and/or economic analysis to make informed decisions that better utilize resources, comply with Financial Improvement and Audit Readiness (FIAR) and improve mission effectiveness. 3. Financial Management Analysis: Analyze, evaluate and review budget and program issues and financial data and reports utilizing business tools and applications, cost and analytical methodologies, and performance metrics to provide impacts of financial management solutions for decision-making. 4. Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. 5. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
