You will serve as an EQUAL EMPLOYMENT SPECIALIST in the HUMAN RESOURCES OFFICE of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will monitor complaints activity across an organization to identify problems and recommend solutions. You will advise managers and employees concerning the advantages to utilizing an alternate dispute resolution (ADR) program. You will design affirmative employment strategies focused on ensuring a workplace that offers equal access and opportunity to jobs. You will advise managers on preparing affirmative employment program (AEP) plans for an organization.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States drivers license.

Qualifications

GS-12 : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Provides expert advice to line and staff personnel in the development and implementation of the EEO Affirmative Employment Plan (AEP); 2) Coordinates the EEO complaints management program from the pre-complaint process through the formal complaint process to the end processing by EEOC or at Federal District Court.; 3) Plans, develops, implements and monitors the MD 715 report, conducting statistical analysis of personnel management practices, recruitment, referral selections, promotions/separations; 4) Analyzes, monitors, and administratively processes EEO discrimination complaints to identify problem areas, and develop information for use in designing more effective program plans and actions; and 5) Evaluates management practices, identifies actions that tend to cause allegations of discrimination and recommends corrective action for resolution or prevention of problems. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Serves as EEO complaints counselor and counsels employees during the informal stage of Discrimination Complaints, gathering and analyzing information relevant to the acceptability of the complaint, and information to support both the employee's allegations and management's position concerning the allegations; 2) Prepares comprehensive and thorough counselor's reports, summarizing allegations, facts, and resolution attempts. Monitors complaints to ensure effective and efficient completion of informal stage raising concerns to the senior EEO Specialist and/or DEEO in a timely manner; 3) Assists in administration and planning of Alternative Dispute Resolution (ADR) by providing guidance and consultation on all ADR matters; and 4) Provides statistical demographic data reports from a variety of sources and advises and participates in commands MD-715 reporting requirements. A substitution of specialized experience can be used, must still have general experience required for the position: Must have successfully completed a Ph.D. or equivalent doctoral degree.

Must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
