This National Guard position is for a Program Manager (Mission Support Officer), Position Description Number NGD1642P01 and is part of 114 MSG GP. This is a permanant Title 32, Dual-Status position. AREA(S) OF CONSIDERATION: -All members of the South Dakota Air National Guard and those eligible to become a member.

Duties

As a Mission Support Officer, GS-0340-14, you will: This position is located at a self-contained, stand alone, separately licensed Air National Guard aviation base. Its purpose is to serve as the host base Mission Support Group Commander, with a working knowledge of, and responsibility for directing all infrastructure operations of an aviation base. Managed operations include civil engineering, crash/fire/rescue, disaster preparedness, environmental management, personnel, command, control, communications and computer systems (C4), logistics plans, programs and readiness, base supply, transportation, vehicle maintenance, contracting, security forces, medical support, base services, fuels management, aerial port operations (as assigned), and all other support base functions. The position has responsibility for directing and managing all Mission Support programs and operations in support of the total base, to include tenant organizations and assigned geographically separated units. Serviced personnel include Military Technicians, Active Guard/Reserve personnel, Traditional Guard members, Non-Dual Status Technicians, employees of tenant organizations, state employees, and contract personnel.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Skill to analyzing problems, identify significant factors, gather pertinent data and recognize solutions. Skilled in leadership of military and civilian personnel to accomplish individual, squadron and group mission(s). Knowledge of Fighter Wing mission(s) and the manner in which the mission support group enables them. Skill to communicate effectively using a variety of methods.
