This position is located within Veterans Health Administration (VHA), VA Mid-Atlantic Healthcare Network (VISN 6), Durham VA Health Care System (DVHCS), at the Durham VA Medical Center located in Durham NC. This position serves as a Program Specialist (Project Manager) within the Capital Planning and Activation Service (CP&AS).
Duties
The incumbent serves as a liaison between the Durham VA Health Care System service lines, the CP&AS, and the Network Contracting Activity for VISN 6 and performs Contracting Representative (COR) and liaison functions, and monitors compliance with internal and external review organizations and contracting and procurement compliance for contracts for nonrecurring maintenance and major construction leases to support new building leases executed under the PACT Act. Major duties include, but are not limited to:
Investigates and analyzes adverse quality trends or conditions in procurement and contracting processes/procedures and initiates corrective action.
Consults with Durham VA Health Care System staff and managers to identify opportunities for quality improvement.
Determines pertinent issues and collects relevant information from a variety of sources.
Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Follows procurements and contracts from the initiation to completion stage and remains a point of contact for the duration of the contract or through equipment installation.
Conducts conferences with Service line managers to provide guidance in preparing statements of work, item specifications, performance-based work statements, quality assurance surveillance plans, acquisition plans, Independent Government Cost Estimates, and trend analysis for a wide variety of healthcare, administrative, and technical support services.
Develops reporting procedures, sampling techniques, and measurements at various points in the equipment request/procurement cycle to identify areas of inherent weakness in work processes, procedures, information systems and content.
Monitors quality program/contract implementation and indicators designed to prevent errors and ineffective work practices and to verify adherence to quality plans and requirements.
Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality.
Assists Program and Project Managers and technical specialists in identifying business areas with potential for significant quality improvement in capital planning and activation.
Plans and/or accomplishes special projects. Uses various and diverse approaches to perform a variety of duties related to special projects.
Conducts extensive research and compilation of data from diverse and highly regulatory sources. Extracts information conducts analysis and develops reports in a concise manner.
Coordinates contract administration activities for long term, extensive technical service contracts. Monitors contractor's performance on contract, regulatory and statutory provisions through inspections, telephone conversations, correspondence, and reports.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm EST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of the theory and principles of management and organization, including administrative practices and procedures common to complex healthcare organizations; ability to create and maintain statistical data for decision making purposes; skill in developing and monitoring cost effective programs; experience in information gathering techniques, program analysis strategies, applying analytical and evaluative techniques relevant to the identification, consideration and resolution of issues or problems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and been obtained at an accredited college or university. (Official or Unofficial transcripts must be submitted). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two (2) years of graduate level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position and was obtained from an accredited college or university.
