About the Position: This position is located at the Directorate of Resource Management, Resource Management at Naval Health Clinic (Pearl Harbor), which is on the Island of Oahu, Hawaii.
Duties
Uses automated financial management/reporting systems such as General Fund Enterprise Business System (GFEBS) to extract, compile and perform analysis of funding data.
Performs budget formulation and estimates to support plans, programs and activities.
Performs analysis and classification of complex and unusual transactions and accounts; manages all functional areas of the Financial Management System.
Reviews, analyzes, and reconciles transactions and financial reports for correctness and impact on the financial operations of the Command.
Performs research of current and prior year accounts, review commitments, unliquidated obligations, accounts payable, unfilled customer orders (UFCO), and accounts receivable transactions, for validity, accuracy, and completeness.
Prepares and manages specialized reports to monitor the command’s civilian labor budget.
Reviews travel authorizations/vouchers to ensure that the information on the authorizations/vouchers agree with all supporting documentation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This is a Financial Management Level 2 Certification position. Failure to obtain this certification within 2 year from employment may subject the incumbent to adverse action.
- Must be able to obtain and maintain a Secret security clearance.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

In order to qualify, you must meet the experience and/or education requirements described below. Specialized Experience: One year of specialized experience which includes: 1) assisting with budget administration; 2) analyzing funds using financial and/or accounting systems; and 3) providing recommendations to improve financial management execution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
