Duties

Conducts program reviews and completes projects that provide advisory services to management officials regarding complex programs. Performs the full range of financial management analysis and regulatory research work by applying established financial analysis principles, concepts and practices. Conducts analysis to identify trends and recommend methods to reduce improper payments. Optimizes drivers associated with improper payments by recommending changes and improving efficiencies. Analyzes, extracts, summarizes, and identifies significant trends and issues. Provides advisory services to management in relationship to performance assessments and keeps management informed of inconsistencies in work processes. Recommends possible automation solutions, that will standardize work processes, enhance detection and correction of errors, consistently apply processes, improve productivity, and increased quality and consistency of reporting functions. Track and review open audit recommendations. Provide advice for possible solution for meeting the requirements to close the recommendations. Prepare official documentation, presentations, and correspondence in responses to audit requests, reports, and recommendations. Function as an Audit Liaison between department and both internal and external Auditors.

Requirements

  • Registered for Selective Service (males born after 12-31-1959)
  • Suitable for Federal employment
  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Obtain/Maintain Financial Management Certification
  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing extensive business analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; compiling financial data from various sources and ensuring their accuracy as it pertains to financial legislation and operational policies and procedures; providing substantial financial management knowledge to leadership in order to assist with the organization's core mission. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
