Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Alaska OCS Regional Director, Environmental Analysis Section, in Anchorage, AK. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Serves as the lead for issues and impact analyses for subsistence activities, cultural systems, environmental justice, and historic and prehistoric archaeological resource for National Environmental Policy Act Documents (NEPA) and prepares responses to public comments on these topics. Portrays technical data and information on subsistence activities, cultural systems, environmental justice, and archaeological resources for assessment of potential effects for NEPA documents on proposed pre- and post-lease OCS activities. Provides technical input to the development of alternatives and mitigating measures related to subsistence activities, cultural systems, environmental justice, and archaeological resources issues and conflicts. Prepares consultation analyses and correspondence in accordance with NHPA, implementing regulations, and BOEM policy and procedures. Develops NHPA programmatic agreements, Notices to Lessees, and potential mitigation measures or conditions of approval relevant to historic properties. Initiates, drafts, reviews, and recommends environmental studies/research to meet program needs relating to subsistence activities, cultural systems, environmental justice, and archaeological resources. BOEM has determined that the duties of this position is suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-11: $77,898 - $101,263 per annum. GS-12: $93,367 - $121,378 per annum. GS-13: $111,026 - $144,331 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Minimum Qualification Requirements: (1) Basic Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Basic Requirements described below: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND (2) Specialized Experience (Must be equivalent to the next lower grade level for which you are advertising) GS-11 To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Participating on interdisciplinary teams to prepare environmental assessment documents related to subsistence activities, cultural systems, environmental justice, or archaeological resources. Assists with the preparation of mitigating measures related to subsistence activities, cultural systems, environmental justice, or archaeological resources issues and conflicts. Identifying data and information needs on subsistence activities, cultural systems, environmental justice, and archaeological resources. MUST MEET ALL OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., related to the position. OR Combination of Education and Experience: A combination of specialized experience and education that totals 100% of the experience requirement. Only graduate-level education in excess of the amount required for the next lower grade level may be used to qualify. GS-12 To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Preparing environmental impact analysis on subsistence activities, cultural systems, environmental justice, and archaeological resources for environmental documents and prepares responses to public comments on these topics. Assisting with the preparation of NHPA consultation documents and mitigation measures or conditions of approval relevant to historic properties. Providing guidance and support for studies related to subsistence activities, cultural systems, environmental justice, and archaeological resources. MUST MEET ALL GS-13 To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Interpreting, and portraying technical data and information on subsistence activities, cultural systems, environmental justice, and archaeological resources for assessment of potential effects for NEPA and/or consultation documents. Developing alternatives and mitigating measures related to subsistence activities, cultural systems, environmental justice, and archaeological resources issues and conflicts. Preparing consultation analyses and correspondence in accordance with NHPA, implementing regulations, and BOEM policy and procedures.
