You will serve as a HUMAN RESOURCES SPECIALIST in the HUMAN CAPITAL OFFICE of NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will be responsible for Human Resources Information Systems, Classification, Compensation, Awards, Recruitment/Staffing, Benefits, Payroll, New Hire Orientations, Performance Management and Employee Relations.
You will utilize Human Resources Information Systems to conduct and present HR reports and graphics for workforce dissemination.
You will work on special studies for classification to advise management on consolidations, duty reassignments, and job restructuring.
You will participate in recruitment and staffing for the command and provide new employee orientations during the onboarding process.
You will address employee relations issues by resolving issues that adversely affect performance.
You will conduct in-depth reviews of documents submitted for employee awards to ensure nominations meet the criteria and requirements.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Performing recruitment and staffing functions to include but not limited to sourcing, recruiting, interviewing, workforce planning, and/or job analysis; 2) Applying knowledge of position classification or payroll to determine appropriate pay, title, grade level, FLSA coding, and/or occupational grouping; 3) Using automated systems to input, maintain, analyze, and/or report data; 4) Assisting with employee relations matters related to conduct, performance, leave administration, workers compensation, and/or dispute resolution; and 5) Providing support for employee benefits by maintaining knowledge of current benefit policies and/or coordinating the information with employees.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
