You will serve as a QUALITY ASSURANCE SPEC (INSTRUCTOR) in the NON-NUCLEAR INSPECTION DIVISION, QUALITY ASSURANCE OFFICE of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will present courses to Quality Assurance Office personnel including apprentices, inspectors, supervisors, and technicians.
You will independently develop, revise, and adapt assigned courses.
You will determine instructional methods and approaches, obtain or develop necessary training aids, and determine time schedules and sequences of instruction.
You will maintain Mechanical Systems, Electrical Systems, Structural Systems Inspectors (Ships), at or above the level of proficiency required to assure the quality demanded by customer requirements.
You will maintain training records and develop training reports.
Requirements

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This is a bargaining unit position.
- You will be required to successfully complete a pre-appointment physical examination.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience preparing lesson plans and training materials based on trade knowledge.
Experience applying knowledge of naval nuclear ships, non-nuclear systems operational and functional characteristics to develop plans and approaches to ensure control of product quality.
Experience interpreting and applying technical requirements to non-nuclear quality inspection practices and translating these into effective training programs for non-nuclear ships systems inspectors.
Experience effectively communicating both orally and in writing.
GS-09

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience. Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
GS-09:
master's or equivalent graduate degree;
or
2 full years of progressively higher level graduate education leading to such a degree;
or
LL.B. or J.D., if related.
GS-11:
Ph.D. or equivalent doctoral degree;
or
3 full years of progressively higher level graduate education leading to such a degree;
or
LL.M., if related.
