Duties
As a/an Financial Analyst, you will:
- Understand and evaluate new developments in the market place that could have a potential impact on the business and search for opportunities to enhance business practices to adapt to market changes.
- Provide recommendations to management on adjusting the business strategy to adapt to changing market conditions.
- Ensure that all policies and procedures are properly observed, all transactions are conducted with authorized personnel, all records and contracts are complete and up to date, and all customer position limits risk tolerances are observed.
- Provide guidance, training and leadership to less experienced members of the tea.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Reviewing and analyzing financial data reported on various documents such as budgets, requisitions, year-end settlement statements, and voucher assistance payments; AND
Analyzing financial reports, developing solutions, and make approval determinations by utilizing data from a variety of systems (examples of programs include: HUDCAPS, TRACS, LOCCS and iREMS); AND
Consulting with, and providing technical assistance to program officials, citizens groups, and government officials on a variety of Section 8 program financial related technical matters.
Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
Recording, analyzing and reconciling data reported on various documents such as budgets, requisitions, year-end settlement statements, and voucher assistance payments; AND -
Evaluating, interpreting and reporting on financial data from a variety of systems (examples of programs include: HUDCAPS, TRACS, LOCCS and iREMS); AND
Consulting with, developing solutions, and conduct appropriate follow-up to program officials on a variety of Section 8 program financial related technical matters;
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M.; if related.
OR Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
IF qualifying on Undergraduate or Graduate Education: Major study must be in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Specialized Experience: For the GS-9, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
Interpreting and reporting on financial data from a variety of systems (examples of programs include: HUDCAPS, TRACS, LOCCS and iREMS); AND
Conduct appropriate follow-up to program officials on a variety of Section 8 program financial related technical matters;
OR Education: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
OR Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
IF qualifying on Undergraduate or Graduate Education: Major study must be in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-9 level for 52 weeks.
For the GS-9 you must have been at the GS-7 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
