You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the BUSINESS & PLANNING OFFICE within the UNMANNED & THEATER USW SYSTEMS DEPT of NAVUNSEAWARCENDIV KEYPORT WA.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to the GS-11 and GS-12. The NT-3 pay band encompasses positions equivalent to the GS-9 and GS-10.
Duties
You will provide oversight and guidance to divisions and branches in their execution and adherence to Operating Materials and Supplies, property management and records management requirements and processes.
You will serve as the focal point for all issues relating to the tracking and management of OM and S material, Inventory Management/Warehouse Management, asset management, and records management for the department.
You will be accountable to ensure changes made to NUWC Keyport (or higher level authority) OM and S, property management policies and process requirements are assessed for departmental impacts and communicated across affected division and branches.
You will be accountable for reporting any OM and S and property management risks to department leadership, and assist in the development of risk resolutions.
You will ensure departmental compliance with all business operations regulations and policies including Financial Improvement Audit Remediation (FIAR) requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
For the NT-04:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, NT-03 (GS-09/10) or pay band in the federal service or equivalent experience in the private or public sector providing oversight of government property to ensure compliance with established property management policies and procedures.
For the NT-03:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, NT-02 (GS-5-8) or pay band in the federal service or equivalent experience in the private or public sector providing assistance in the oversight of government property to ensure compliance with established property management policies and procedures.

Education
The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
The following education may be substituted for specialized experience at the NT-03:
A master's or equivalent graduate degree.
OR
Two full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience
