About the Position:
This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) in Fort Sam Houston, TX.
Duties
Work closely with managers to identify significant budget or procedural problem areas with civilian payroll, gather pertinent data, evaluate findings and recommend corrections and or appropriate courses of action.
Assist customers with the implementation of corrective actions for civilian payroll errors.
Provide to activities, GFEBS obligation data, financial data and statistical analysis of financial and accounting systems information.
Provide and develop information on how to access, install, and utilize these systems to including developing user manuals, and administering training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

In order to qualify, you must meet the education requirements described below. Specialized Experience: One year of specialized experience which includes assisting with examining budget transactions or reports to monitor Civilian Pay execution; utilizing financial automated systems such as General Fund Enterprise Business System (GFEBS); and providing financial law guidance to staff and command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
