Duties
Primary administrative point of contact for budget, civilian personnel, purchasing and contracting, resource management, logistics, equipment, travel, and information management for the department.
Plan and coordinate a variety of management services essential to operations of the organization.
Perform in depth vigorous analysis, including reviewing, editing and consolidating budget submission.
Responsible for appointment schedule submission to ensure compliance with DHA policy.
Conduct Initial, Mid-Year and End-of-Year Unfunded data calls for the department.
Manage and recommend clinic policy and procedures pertaining to management issues including purchase of equipment, to included automation equipment.
Serve as action officer between clinics personnel and the parent MTF pertaining to all aspects of civilian personnel management, reorganization, organization structuring, position management, and manpower utilization.
Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Interview candidates for subordinate positions; recommending hiring, promotion, or reassignment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing, analyzing, or coordinating administrative activities for a clinic; utilizing statistical data to analyze objective performance measures such as enrollment, patient satisfaction, quality measures, access, or productivity; and supervising employees in an inpatient or outpatient setting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.(Note: You must attach a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
