This position is located at Bureau of the Fiscal Service, Acct and Shared Services-Shared Services/Human Resources Operations Division. As a Human Resources Specialist (Employee & Labor Relations), you will provide consultative services and operational handling on the most difficult and complex Employee Relations/Labor Relations (ER/LR) issues being raised.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Explores alternative courses of action to accommodate management needs and considerations. Works closely with management officials to gain support and confidence of program initiatives. Undertake special assignments that impact the overall operation of the employee relations and labor relations functions. The incumbent must determine contacts, resources, and methods necessary to accomplish the special assignment and maintain oversight of all related activities pertinent to the assignment to ensure results are achieved. Review established programs, evaluate their effectiveness, recommend improvements, and redesign as necessary to meet changing objectives. Undertake special studies and develop detailed strategy to implement more expeditious methods of accomplishing work in the branch.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Experience interpreting and applying Title 5 regulations, agency policies, negotiated labor agreements and federal case law in order to serve as a consultant to management officials on a variety of Employee Relations (ER) and Labor Relations (LR) matters; AND - Experience leading or directing studies or projects affecting agency Employee Relations (ER) and Labor Relations (LR) programs or policies. Examples of such experience may include: - Providing advice and guidance to management on human resources issues related to performance or disciplinary action; OR - Coordinating and processing cases involving reports of investigation, removals, involuntary separations or other adverse actions; OR - Resolving work-related or personnel problems through discussions with employees and supervisors, review of records and reports and reference to established procedures and policies; OR - Providing advice, guidance, and assistance to managers to ensure compliance with the agency's policies and the appropriate human resources law, rule or regulation; OR - Developing or reviewing draft agency policies on human resources or related topics. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Providing advice and guidance to management on human resources issues related to performance or disciplinary action; OR - Coordinating and processing cases involving reports of investigation, removals, involuntary separations or other adverse actions; OR - Resolving work-related or personnel problems through discussions with employees and supervisors, review of records and reports and reference to established procedures and policies; OR - Providing advice, guidance, and assistance to managers to ensure compliance with the agency's policies and the appropriate human resources law, rule or regulation; OR - Developing or reviewing draft agency policies on human resources or related topics. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks.
