This position is with the Office of Secure Transportation, Office of Training and Resources, Resources Division, Management Support Branch. This position serves as a Senior Management and Program Analyst that will assist the MSB Branch Chief by coordinating the work of OST's HR Liaisons, improving OST HR-related policies, and focusing on continuous improvement to deliver superior customer service.
Duties
As a Senior Management and Program Analyst, you will:
Plan, coordinate, and execute OST's human resource liaison (HRL) program and functions, including creating an HRL development program, an organization-level on-boarding/off-boarding program, and continuous improvement of organizational HR-related processes.
Serve as a technical authority and expert advisor to employees, supervisors, and management on Federal HR-related topics.
Identify and resolve complex HR-related issues and problems.
Lead project teams in a wide variety of complex management studies and reviews related to OST's personnel programs.
Represent OST's organizational position and initiatives with the NNSA Office of Human Capital Management.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03, or GS-12.
Specialized experience for this position is defined as: supporting a human resource management program with responsibilities for various functions of Federal HR management; developing and reviewing policies, processes, or procedures; leading HR process improvement efforts, managing projects to solve complex problems, and conducting presentations to influence leadership decisions.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
