This position is located in Office of Chief Counsel. As an Mission Support Specialist, you will coordinate and perform a wide variety of personnel, human resources, administrative and management services, and budget formulation oversight which is essential to the daily operations of the Office of the Chief Counsel.

Duties

Applies expert knowledge of human resources principles, concepts, laws, regulations, techniques, and guidelines in support of OCC staffing and career development needs. Conducts staffing activities, to include generating personnel actions, position descriptions, evaluate and advise management on recruitment and retention strategies, and the potential impact of program reorganizations and restructuring. Responsible for position management and job analysis to include identifying personnel needs and recommending position description changes based on review of classification standards. Provides expert guidance on personnel related actions or issues, providing information to management and employees in OCC regarding proper application of personnel guidance, future systems migration, and critical issues pertinent to the office. Works with the team to coordinate budget formulation and prepare justifications to document OCC requirements. Manages the purchase card program for OCC. Develops specifications for use in solicitation for goods. Monitors performance and compliance with terms and condition of purchase orders. Approves orders and documents ensuring adherence to policies and regulations based on certification level.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/10/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/10/2023. GS-13: In addition to the requirements at the lower grade level(s), you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Collecting and analyzing data and preparing findings for distribution, Leading an administrative team or project to achieve mission goals, Communicating both orally and in writing with internal and external stakeholders, Using administrative programs to perform duties relating to human resources, travel, budget, logistics, training, safety, and security, Reviewing and updating, as needed, administrative Standard Operating Procedures and guidance to ensure compliance with current laws and regulations.
