The incumbent performs assignments that are typically limited in scope or clearly defined segments of larger projects. The incumbent performs assignments for a program which has a recurring need for data gathering, analysis, and interpretation, or may perform work involving special projects as needed by service line leadership.

Duties

Duties include but not limited to: Work performed requires the development of information from existing studies/statistical records, supportive materials and management reports from specialists, and from participation in meetings and conferences. Incumbent must be able to demonstrate an ability for gathering, assembling, and analyzing facts, drawing conclusions and devising suggested solutions for implementation pertaining to VA SORCC Primary Care Service Line. Data analysis must accurately represent the status of the element being examined and must withstand scrutiny of the VA SORCC Tetrad and VISN20 Primary Care Leadership. The incumbent works under the general supervision of the Medical Administrative Officer. The incumbent applies a substantive knowledge of the VHA policies and directives as they apply to Primary Care, PACT, productivity, clinic and grid build requirements, Primary Care Management Model (PCMM), and understands how these elements relate to each other. The incumbent will gather and analyze data from multiple sources including but not limited to, Veterans Integrated Service Technology Access (VISTA), Pro Clarity Cubes, Decision Support Systems (DSS), Pyramid Analytics, and File Man. The incumbent should be qualified in statistical methods comprehension and practice and should be able to write legible and succinct reports and develop professional presentations in support of the Associate Chief of Staff for Primary Care. The incumbent performs other duties as assigned by the Administrative Officer in support of the overall efficiency of the Primary Care Service Line. The incumbent will serve as a data consultant on complex planning and improvement teams within the facility as needed. Work Schedule: Monday - Friday, 8:00am - 4:30pm Position Description Title/PD#: Medical Data Clerk/PD904200 Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.

Qualifications

To qualify for this position, applicants must meet specialized experience requirements within 30 days of the closing date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of pertinent laws, regulations, policies and precedents; knowledge of program analysis and techniques; skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity; ability to diagnose problems, identifying and gathering information; formulating and evaluating alternative solutions or course of actions; and ability to communicate orally and in writing. Preferred Experience: PACT Administration, data mining in various VA clinical data applications and data report preparation. You will be rated on the following competencies: Clerical, Customer Service (Clerical/Technical), and Data Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-06 level.
