This position is located in Business Office Service, Department of Veterans Affairs, Southern Oregon Rehabilitation Center and Clinics (SORCC). The incumbent serves as a Lead in the Administrative Officer of the Day (AOD) Section, reporting to Chief, Business Office Service. The AOD has the primary responsibility of representing the Medical Center Director during the irregular tours of duty.

Duties

Major duties include but not limited to: As the AOD on the irregular tours, the incumbent will assume independent responsibility and has final authority for all administrative (non-medical) decisions. The employee must possess a broad and intimate knowledge of the organization, regulations, directives, and policies of the Department of Veterans Affairs. This knowledge is critical for the appropriate handling of issues when interfacing with private and public hospitals, civil authorities, congressional representatives, the news media, and the public in general. The employee assures that all administrative policies and procedures are coordinated with other administrative services, supporting clinical activities by maintaining an effective working relationship with co-workers throughout the Facility. During the regular tour of duty the AOD's will work as Bed Control and on special administrative projects assigned by the supervisor. Administrative projects will include data gathering, analysis, and systematic review of processes and procedures supporting quality management and improvement initiatives. Incumbent will participate in the implementation and training of new guidelines, policies, and procedures within the Business Office and with other services and programs as they relate to the duties of the Administrative Officer of the Day. The AOD will comply with established due dates, informing officials of any occurrence which may impact desired outcomes. The AOD is responsible for understanding and performing the following administrative duties for the Medical Center during regular and off-tours: legal entitlements, Registries, Enrollment, Bed Control, Facility admission, Insurance Revenue, nursing home care, dental, fee basis, outpatient care, prosthetics appliances, intrafacility and interfacility patient transfers, beneficiary travel, death benefits. Incumbent must be knowledgeable of all VA regulations, public, and State laws. Knowledge of suicide administrative processing, notifies the medical examiner in the event of an unusual death. Search for missing patients; judicial hospitalization (commitments); employee safeguards personal funds; documents and processes unusual incidents occurring during the tour involving the welfare, injury, abuse of patients, or any matter of significant interest to the facility administration, notifies hospital and law enforcement authorities; maintenance of current bed inventory and bed assignments. Serves as lead for Fugitive Felon Program. Serves as Facility Level backup for ADPAC. The AOD works with the Medical Officer of the Day in all emergency situations; incumbent is the Incident Commander until relieved by higher authority, and is knowledgeable of the Emergency Preparedness Plan (EPP). Employee controls communications and reporting of fires and all disasters both internal and external in accordance with the EPP. In the event of a disaster the incumbent will implement notification of key officials and employees, taking initiative in all efforts to minimize loss of property and life, and maintain the safety of patients, employees and visitors. The AOD may be required to call supervisors, Service Chiefs, and Program Officials with staffing requests for technicians or consultants, in the event that a specialty employee on duty is unable to call in an alternate because of injury or illness. Incumbent promotes harmonious working relationships among patients, staff, and the general public. The AOD must have the ability to listen to customer's requests and needs; identify customer problems and needs, and will work toward a quick and satisfactory resolution. The customer is treated with courtesy, dignity, concern, and compassion; provides customer with directions and information about available VA programs and services. Incumbent promotes harmonious working relationships among patients, staff, and the general public. The AOD must have the ability to listen to customer's requests and needs; identify customer problems and needs, and will work toward a quick and satisfactory resolution. The customer is treated with courtesy, dignity, concern, and compassion; provides customer with directions and information about available VA programs and services. Work Schedule: Monday - Friday, 7:30am - 4:00pm Position Description Title/PD#: Lead Medical Administrative Assistant/PD901060 Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Qualifications

To qualify for this position, applicants must meet specialized experience requirements by the closing date of this announcement. GS-08 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: skills in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records; ability to use qualitative and quantitative analytical techniques such as: literature search, work measurement, task analysis and job structuring, productivity charting, determining staff to workload ratios, organization design, space planning, development and administration of questionnaires, flowcharting of work processes, graphing, and calculation of means, modes, standard deviations, or similar statistical measures. skills in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. There is no educational substitution for the GS-08 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
