This position is located at the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC). The incumbent works within Patient Care Services, under the Deputy Associate Director of Patient Care Services (DADPCS). This position provides direct staff support to the DADPCS, Nurse Professional Standards Board, Service Line Chiefs, Nurse Managers, Nursing Committees, and to staff nurses.

Duties

Major duties include but is not limited to: Manages the RN proficiency reports for the VA SORCC, performing program management duties. Collects, organizes, reviews, evaluates, and tracks data related to nurses working throughout the facility. Retrieves data, creates queries, gathers information from various data sources, and develops reports within the time frames specified by the ADPCS/NE, DADPCS, the EA, nurse recruiter and nurse leadership. Devises, revises, and updates regular reports of facility nursing staff demographics, workforce, turnover, proficiency turn-in rate, vacancy rate and will provide and present these reports to the administrative, medical, and nursing leadership on a regular basis. Actively retrieves data from new hire applications, Human Resources, Payroll Report (PAID), Service AOs, Nurse Managers, and Service Chiefs. Performs analytical and evaluative responsibilities in the maintenance of databases, audits accuracy of data comparing NPS nursing data, VetPro data and PAID Report data. Assists NPS leadership in planning, reviewing, or revising policies and procedures which impact the Service operation, efficacy, or process to meet accrediting agencies standards, i.e. The Joint Commission (TJC), American Nurses Association (ANA), VA Directives and Handbooks, Office of Nursing Services (ONS), State Boards of Nursing, Medical Center policies and directives, and NPS policies. Assists NPS leadership with monthly, quarterly, and annual reports specifically suited to NPS's performance goals and objectives. Manages the nurse appointment, reappointment, special advancement for performance/achievement, and change in status of appointment processes for all Title 38/Hybrid 38 full-time and part-time staff nurses, fee basis; agency staff. Provides continuous and ongoing monitoring of licensures, certifications, and advanced degree changes. Coordinates, schedules, attends, drafts the committee agenda and monthly meeting notes for NPSB committee meetings. Works jointly with the DADPCS to manage the hiring, promotion, probation, award, and step increase reviews for RNs who are rated annually under the proficiency report program. Manages the boarding of new nurse appointments, probation, promotion, and award boards. Develops programs to ensure that quality provisions are planned and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Collaborates with SORCC SBU and VISN 20 appropriate consolidated units to: Acts as the liaison with the human resources office concerning personnel-related actions; assists in the monitoring personnel-related records such as performance rating, awards, etc. Observes and follows up on the coordination and preparation of all personnel actions, tracks status of all personnel actions from origination to completion in areas relating to personnel management. Maintains organizational chart and updates labor mapping for NPS. Participates in the overall decision making, policy development and resource management of the Office of Nursing Professional Services. Advises management in productivity enhancement efforts such as unit performance awards, beneficial suggestions, organizational improvement initiatives, and similar enhancement programs. Performs other related duties related to Program Support Assistant position as assigned. Work Schedule: Monday - Friday, 8:00am to 4:30pm Position Description Title/PD#: Program Support Assistant/PD904490 Physical Requirements: The work is principally sedentary and requires extensive use of the keyboard. The work also requires periods of walking, bending, standing, and incumbent may be required to carry and lift files and books generally weighing less than 25 pounds. There is light physical activity including pushing, pulling, reaching, stooping, and climbing stairs.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 01/19/2024. Minimum Qualifications, GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing clerical/administrative duties in an office environment; managing, compiling and tracking data; analyzing data using qualitative and quantitative techniques; providing guidance and support to operating programs; preparing correspondence, reports, memoranda, and other forms of written communication; utilizing office automation software and maintaining files. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. Preferred Experience: Experience as a Program Support Assistant, Advanced Medical Support Assistant or Medical Support Assistant. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
