These positions provide clerical, technical, and administrative support to the Caregivers Section of the Enrollment Eligibility Division (EED) of the Health Eligibility Center (HEC) of VHA Member Services (MS). HEC manages the nation-wide VA medical benefits program, including Veterans' health care eligibility-verification and enrollment programs. These positions are located in Atlanta, GA.
Duties

Performs data entry of Veterans' information into the Caregiver Record Management Application (CARMA) system and the National Enrollment System based upon a Veteran's submission of application for benefits;
Processes requests to update Veterans' demographic, military, and financial eligibility and enrollment information by entering the information into CARMA and the HEC database and transmitting updates to Veterans' Health Administration (VHA) facilities involved in the Veteran's care;
Processes and facilitates the data entry of all Veterans' applications received for VA Healthcare by hard copy and/or online applications by utilizing the Workload Reporting and Productivity (WRAP) system to retrieve and perform data entry and document retrieval/storage functions;
Reviews and cross references identity traits for accuracy and reviews data entry for duplicate transactions and/or errors;
Ensures accurate information is entered into CARMA, WRAP and/or the Enrollment System (ES);
Performs a variety of duties in support of data entry and collection of data;
Attends training and/or workshops to stay abreast and to obtain information on changes in laws, regulations and/or pertinent directives that may change Caregiver program entitlements;
Escalates complex cases using the appropriate disposition code for review by a subject matter expert;
Observes and adheres to existing regulations to carefully review the circumstances that could enhance, restore, or substantiate the Veteran's benefit status for basic eligibility updates;
Applies rules and regulations relative to Veteran's eligibility for Caregiver benefits;
Performs data collection and data entry processes when completing enrollment registrations and updates;
Performs system queries to complete and document registrations;
Serves as a first-tier contact person for telephone inquiries from Veterans, representatives of Veterans' Service Organizations, VA medical center staff, and other outside sources;
Answers incoming calls and initiates outbound calls to Veterans, agency staff and other outside sources;
Answers questions by providing general Caregiver program information or by locating appropriate regulations or existing case development activities;
Prepares and types letters, reports, tabulated data, memoranda, etc., in draft or final form from typed or handwritten draft and assists in compiling and maintaining data for a variety of reports;
Greets visitors, answers telephone calls, maintains visitor logbook, and issues any visitor badges when needed;
Maintains files, scans and packages documents;
Conducts indexing and quality control of scanned documents prior to storage in document management;
Receives and refers visitors and telephone calls;
Sorts and distributes messages and incoming and outgoing mail;
Performs related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.
NOTE: This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
MINIMUM QUALIFICATIONS GS-05: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-04 grade level in Federal service. Specialized experience includes: performing clerical duties in an office or healthcare environment; using a computer to perform administrative duties; answering and directing phone calls and visitors; preparing and typing letters, reports, and memoranda; and providing efficient and courteous customer service. This experience must be detailed in your resume to receive credit. ~OR~
A bachelor's degree or 4 years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. Physical Requirements: The work is mostly sedentary with some light physical demands. The employee is often required to perform data entry and navigate various computerized systems for long periods of time. The work environment includes everyday risks and discomforts which require normal safety precautions typical of an office environment.
