The incumbent serves as a Data Analytics expert for the Martinsburg VA Medical Center and reports directly to the Senior Executive. The incumbent is responsible for oversight of data analytics/Data Warehouse including responsibility for analyzing, evaluating or improving the efficiency of internal administrative operations, organizations, or management, providing data analytic support to the Medical Center in the coordination and development of data collection and analysis tools and techniques.
Duties
The Data Management Analyst is primarily responsible for the development of business intelligence reports using computerized databases and direct contact with subject matter experts in the Medical Center, VISN, VISN facilities, VHA program offices and VA Central Office. The incumbent will work across the Medical Center (including but not limited to areas of System Redesign, Data Support System, Performance Improvement, and hospital operations) supporting in the analysis and reporting needs to ensure that the mission of Martinsburg VAMC is achieved and maintained.
The incumbent will consult with the Medical Center staff to help initiate, develop, and execute projects in support of the Data Warehouse and other data analysis needs. The Data Management Analyst will be expected to exercise initiative and collaborate effectively with complex and competing activities.
In effort to foster improvement processes in the Medical Center, incumbent will conduct formal and informal presentations in support of VHA performance metrics, quality improvement programs and program goals and objectives. At the direction of the Medical Center Director, the incumbent will manage tasks and project duties through the project lifecycle of initiating, planning, executing, documenting, and monitoring.
Additionally, the Data Management analyst is regarded as the facility subject matter expert (SME) for a number of data platforms, such as VSSC. Reports are developed and maintained. Incumbent will serve as liaison between Data Warehouse and end users.
Special projects and/or report requests will be assigned, as needed, by Medical Center Director, Chief of Staff and other leadership staff members in the facility. Incumbent will be responsible for organizing, developing, updating and maintaining analytical reports that are requested.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performs data analysis to determine quality, utilization, and effectiveness of a multitude of hospital operations, outcomes, and measures.
Create reports to identify patterns and outliers as tools for management decisions using variety of methods such as Structured Query Language (SQL), Multidimensional Expressional Language (MDX) and SQL Server Reporting Services (SSRS) from VISN 5 Data Warehouse.
Gathers, monitors, and maintains reports circulating through Medical Center, VISN 5 Office and VA Central Office.
Subject Matter Expert for OQP and VSSC data. Maintains intimate knowledge of VHA data repositories.
Evaluates data and makes recommendations for effective organizational changes.

Physical Requirements: The work will involve standing, sitting, and walking. Travel to local institutions and to other facilities within the VISN may occasionally be necessary. Most activities will be performed at a computer terminal.
