The Facility (Orlando VA Medical Center) Administrative Officer (AO) has full responsibility and authority to plan, schedule, and carry out the administrative management of the Deputy Director, Employee Experience (EEX) Service, including human and financial resources, management analysis, procurement and contract services, supply, space, and property management. Functions independently in planning, organizing, and analyzing organizational and business requirements.
Duties
Administrative Officer of Employee Experience, has the primary goal of creating a positive employee experience through workplace practices while providing personalized support and outstanding customer service within budgetary means. Duties include but not limited to:
Serves as a manager and exercises ultimate staff responsibility for the design, development, implementation, modification, evaluation, and ongoing operation of Employee Experience Service's complex administrative programs.
Is the principle administrative advisor and coordinator for the numerous and varied programs within Employee Experience Service.
Carrying out the following program functions: Correspondence Control Management, Records Management, Administrative Internal Controls, and Official Mail Management.
Maintains approved internal and external document management systems for correspondence and information management, and prepares and submits administrative reports, documentation, and updates to management and staff as directed.
Serves as the Contracting Officer's Representative for the Employee Experience Service, assisting in the technical monitoring or administration of contracts.
Keeps management apprised of new and/or revived administrative policies, regulations, and procedures affecting the organization's internal administrative functions.
Develops and implements administrative policies and procedures for assigned areas of responsibility and reviews and analyzes administrative directives and policies issued by higher-level organizations.
Provides advice and guidance on the interpretation and application of administrative directives and instructions.
Identifies problems, potential problems and areas of inefficiency, and develops solution recommendations.
Determines best practices for organizing and developing administrative processes and presents them to the supervisor, who normally accepts the changes without modification.
Completes other duties as assigned.
Work Schedule: Monday - Friday 8: 00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing a variety of administrative management duties, administrative internal controls, personnel and manpower, congressional items, budget planning and execution, project management, and support service activities. Coordinate assigned functions with managerial/supervisors, discussing work-related changes affecting unit and provide recommendations on potential improvements. Implements administrative policies and procedures. Reviews and analyzes administrative directives and policies. Maintains approved internal and external document management systems for correspondence and information management. Records management, planning, organizing and analyzing organizational and business requirements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
