Duties

Serves as the Agency’s PCS/Relocation/Transportation Program Manager performing a variety of duties associated with implementing, coordinating, and overseeing PCS program management functions. Provides technical oversight, independent planning, managing and directing multifaceted programs relating to Permanent Change of Station including entitlements, travel claims, and transportation. Serves as DLA expert initiating, analyzing, researching, formulating, and prescribing regulations for PCS entitlements, travel and transportation allowances, and other allowances governed by Joint Travel Regulations (JTR). Researching issues, analyzes and applies GSA Contract Board of Civilian Appeals (CBCA) decisions, precedents, and legislation to resolve questions by employee submitting claims for payment. Consults and maintains liaison with DFAS On issues concerning payment of per diem, travel, and transportation allowances prescribed in the JTR. Represents DLA at high level conferences and meetings concerning PCS Program planning, Policy Working Groups and others at the DoD level.

Qualifications

To qualify for a Supervisory PCS Team Analyst your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is directly in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Provides oversight of various financial processes, systems, and requirements to support day-to-day operation of an agency PCS travel program. - Briefing per diem, travel, and transportation and allowance related topics to transferring employees, and appropriate staff members to ensure information on these topics is understood. - Reviewing, editing, and completing PCS entitlements, travel and transportation products to include PCS estimates and authorizations. - Provides interpretation of JTR provisions Agency-wide and monitors all actions for transferring employees before, during, and after conducting a Permanent Change of Station (PCS). - Assisting in the analysis, interpretation, and development of policy for all phases of a PCS program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
