About the Position: This position is with the US Army Installation Management Command, US Army Garrison Fort McCoy, Directorate of Plans, Training, Mobilization and Security Training Division, Range Branch, Range Operations Section located at Fort McCoy, Wisconsin.

Duties

Enforce the Fort McCoy Range Safety Program. Develop a laser safety program. Review risk assessments for exercises, weapons live and unit operations. Investigate accidents and incidents that occur during training. Monitor revisions to AR 385-63 and update Installation regulations accordingly. Process initial requests for all non-standard training, indirect fire and demolitions. Develop a current Safety Conflict List for Range Facility Management Support System. Ensure all safety related data is current in the Range Facility Management Support System. Develop and update all standard/non-standard Laser Surface Danger Zone, Surface Danger Zone, Weapons Danger Zone, On Range Ammunition Handling Tool safety areas. Manage UXO mitigation, clearance, reporting within the Training Complex. Coordinate with Public Affairs on safety matters. Formulate plans for emergencies in collaboration with Installation Safety Office, Troop Medical Clinic and Protective Services Division. Direct revision of special instructions in range packets and/or Range Control procedures to enhance training effectiveness and safety.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position may require the incumbent to work evenings, nights, holidays, and/or weekends to include modification in shifts and/or tour of duty.
  • This position requires the incumbent to obtain and maintain a state drivers license.
  • There is a potential for exposure to hazardous and toxic substances and environment during inspections of firing ranges and accident sites.

Specialized Experience: One year of specialized experience which includes completing risk assessments of tactical training operations; performing investigations of mishaps involving a wide range of live fire and tactical operations; executing a Range Safety Program; reading basic military map; utilizing the Range Managers Tool Kit (RMTK) and utilizing the Range Facility Management Support System (RFMSS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Occupational Safety or Law Enforcement OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementInformation ManagementPlanning and EvaluatingProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
