About the Position: Serve as a Senior Information Technology (IT)/Cybersecurity (CS) Specialist for the Department of the Army Inspector General (DAIG), Cybersecurity Inspections Branch (CSI) Team. This is an obligated position. See below for additional information.

Duties

Serve as a Senior Information Technology/Cybersecurity Specialist for the Department of the Army Inspector General, Cybersecurity Inspections Branch Team, providing in-depth and technical guidance, and advice to the Inspection Team Lead. Make decisions that involve major uncertainties about the most effective approach or methodology to be applied. As a Senior Cybersecurity Inspector, conduct cyclical, Army-wide cybersecurity general, special, and follow-up inspections. As an Army cybersecurity Subject-Matter Expert, advise Army senior leadership and colleagues on extremely complex challenges/issues, conducts special studies and research, and proposes solutions to improve Cybersecurity across the Total Army.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • IAW JTR Vol II, employee may be required to travel by regularly scheduled commercial or military aircraft in performance of TDY, up to 40% of the time.
  • Employee must be able to lift and carry items up to 40 lbs while moving, installing, or inspecting automation equipment.
  • Must be able to obtain an Inspector General (IG) certificate from the Inspector General School upon completion of the three week IG Training. Incumbent is subject to removal if unable to obtain certification at the end of training.
  • Position designated IA Management Level 3 with embedded IA Technical Level 2 which requires incumbent to obtain and maintain minimum baseline commercial certification and complete training requirements within 6 months of assignment IAW DOD 8570.1-M.
  • Subject to a database check against the Army Inspector General Action Request database to screen for substantiated and ongoing IG investigations.
  • A social security number (SSN) is required to conduct the background investigation; applicants must supply their SSN when asked by the hiring authority.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Term appointments may be extended up to a maximum of eight years and cannot be made permanent without further competition. This appointment will be time limited. Basic Requirement for IT Specialist (Policy Planning/Information Security): Specialized and Other Experience: One year of specialized experience which includes conducting studies, analyzing current practices, identifying root causes/trends and proposing recommendations for corrective action to improve cybersecurity; participating in the development of cybersecurity policies/procedures; and identifying systemic problems to develop recommendations for improvements, ensuring the reliability of information systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13.) The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include leading others by setting the standards for the quality of work, even in the most difficult and/or high-pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
