Duties

Responsible for planning, executing, and evaluating a wide variety of business management initiatives inherent within the organization. Supports the Directorate on all aspects of financial planning and accountability for the directorate; conducts in-depth analysis, maintaining complete documentation and audit trails in all assigned programs. Responsibility for development and/or interpretation of rules, regulations, and procedures affecting management programs such as Installation Status Report Services, and Installation Support Agreements. Develops the Directorate's Annual Obligation Plan (AOP) identifying requirements for the budget cycle; manages and monitors the Annual Work Plan (AWP) to ensure all work requirements are funded in accordance with approved operating budget. Prepares responses to data calls from higher headquarters on all budget-related matters; coordinates with the Directorate of Resource Management (DRM) on funds status for Operations and Maintenance Army (OMA) and Environmental budget execution. Provides recommendations to the Directorate in the development of management systems and programs. Serves as the organization's focal point for all Personnel Management actions; prepare, track, and coordinate personnel actions for the organization in coordination with the Civilian Personnel Advisory Center (CPAC).

Specialized Experience: One year of specialized experience which includes analyzing and resolving of a range of budgetary problems, such as: the development of alternative methods of funding; formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements have changed to the extent that reprogramming is required each year; developing and administering budget execution (annual work) plans for reimbursable activities subject to fluctuating revenues; and changing demand for services which necessitate reprogramming throughout the fiscal year. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationInformation ManagementPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
