The primary purpose of this position is to serve as the Information System Security Managers (ISSMs) Information System Security Officer (ISSO) for an Information System/Platform Information Technology System creates and/or oversees the cybersecurity program to include cybersecurity architecture, requirements, personnel, policies, processes, and procedures.
Duties
1. Serves as the technical advisor for all Information Assurance (IA). Serves as Information System Security Manager (ISSM).
2. Manages the organization or system-level cybersecurity program.
3. Keeps abreast of emerging technology to predict future Information Assurance Security needs.
4. As an ISSM, participates in management discussions, meetings, committees, or special projects.

- This position includes Information Assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from the position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, 2210. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. The specialized experience must demonstrate knowledge of and ability to apply cyberspace operations and information security concepts, principles, and practices to identify optimized courses of action for full spectrum cyberspace operations, and to advise on/guide their execution. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of IT security principles, concepts, practices, products, and services (including systems software, database software, vulnerability, and code scanning software technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
2. Knowledge of IT INFOSEC security requirements for certifications leading to authority to operate, system operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or applications and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
3. Knowledge of customers' mission, business processes, and operations to anticipate and refine functional requirements.
4. Knowledge of complex configuration management techniques and requirements appropriate to managing base level network systems.
5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate systems and computer applications from an operational perspective.
6. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other IT specialists, and to provide user training and support
