This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Program Adjudications Division. In this position, you will coordinate civil rights evaluation and adjudication activities in USDA as they relate to allegations of discrimination in program delivery through agencies of USDA.
Duties
Analyzes social, economic, or demographic data and appropriate statistical/econometric models developed pursuant to investigations conducted by OASCR to provide authoritative interpretation of data in the draft final decisions.
Provides technical assistance to subordinates and upper-level management officials as required on the interpretation and application of various civil rights regulations, laws, rules, and procedures.
Maintains contact with other Federal, state, and local government participants, community leaders, and members of organizations and institutions with similar equal opportunity goals which may be impacted by OASCR's efforts.
Evaluates allegations of discrimination within the framework of current civil rights laws and make recommendations to management on whether such claims are meritorious.
Works closely with the Chief, and senior adjudicators, on a case-by-case basis, when writing final agency decisions containing novel or high priority issues.
Contributes to a productive and nondiscriminatory work environment through written and oral communications and interpersonal relations.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-11: One year of specialized experience at or equivalent to the GS-09, or its non-Federal equivalent that includes experience assisting with researching and analyzing data from civil rights/equal opportunity programs to review and analyze Reports of Investigation or similar reports.

Completion of Ph. D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts).

Combination of education and experience as described above. (Must submit transcripts).
At the GS-12: One year of specialized experience at or equivalent to the GS-11, or its non-Federal equivalent that includes experience assisting with researching and analyzing data from civil rights/equal opportunity programs to review and analyze Reports of Investigation or similar reports; and identifying and correctly articulating issues and bases for adjudication.
At the GS-13: One year of specialized experience at or equivalent to the GS-12, or its non-Federal equivalent that includes experience researching and analyzing data from civil rights/equal opportunity programs to review and analyze Reports of Investigation or similar reports; identifying and correctly articulating issues and bases for adjudication; and maintaining knowledge of legal theories of discrimination and analytical frameworks for civil rights and equal opportunity.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Graduate education may be substituted for specialized experience at the GS-11 levels as described above.
