About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is with 7th Signal Command, 21st Signal Brigade, 302nd Signal Battalion, located at Fort Liberty, North Carolina.
Duties
Participate in various meetings, panels, study groups, work groups and other planning activities at command and higher echelon levels to discuss plans, procedures, policies, and problems regarding assigned mission and functions.
Resolve technical issues that affect remote terminal connections to RHN.
Monitor request platforms for change request(s). Provide direction, control, and interface with other department staff for feedback on operational problems.
Responsible for network planning and resource management in preparation for programming, configuring, and troubleshooting of network resources.
Serve as the subject matter authority for the planning of Non-Secure Internet Protocol Network (NIPRNET) and Secure Internet Routing Protocol Network (SIPRNET) services in addition to Global Agile Integrated Transport (GAIT) networks.
Maintain operational status reports regarding circuit status and equipment readiness.
Responsible for providing data used in daily and weekly briefings for all satellite and terrestrial telecommunications systems status.
Provide direction, control, and interface with other department staff for feedback on operational problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
- This position is designated Mission Essential. In the event of severe weather conditions or other emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires irregular hours on rotating shifts. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Utilizing advanced understanding of network planning, theory, and design encompassing topographical design, network synthesis, and network-realization; reviewing, coordinating, directing, and/or participating in negotiating technical and reporting requirements; identifying and resolving technical aspects of difficult and complex information systems infrastructure and automated information systems with respect to problems in synchronization, interface to and compatibility with other systems; and reviewing network operation requests/reports, incident reports, and task orders to provide mission impact, maintain situational awareness, assign/adjust priorities. Aimed at ensuring that a new telecommunications network or service meets the needs of the subscribing operators.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
