Duties
As a trainee Contract Specialist, receive on-the-job training for performing assignments in connection with purchasing supplies, services equipment, and issuing construction contracts by formally advertised bid and negotiated procurement procedures.
Perform such duties as drafting Invitations for Bids, Requests for Proposals, and contractual documents, reviewing supporting documents to determine that all information is present and in acceptable format.
Assist higher graded personnel by performing portions of assignments.
Assist higher graded contract specialist in accomplishing various contract functions such as:
Participate in negotiation of modifications by preparing records of negotiations, analyzing contractors proposal to determine validity and proper application of contractors prices for labor, material, overhead, profit, taxes, and bonds.
Assist in monitoring contractor performance in meeting terms and deadlines outlined in the contract provisions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Travel required up to 25% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- At the GS-11 grade, must be able to obtain a secret clearance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist 1102
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
Experience: Candidates qualify at the GS-5 grade level by meeting the DoD's Basic requirement for a Contract Specialist as listed above.
ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the Administrative Careers With America (ACWA) examining program. You must meet the qualification requirements for the position take and pass the ACWA assessment. The ACWA Program for entry-level hiring is at the GS-05 grade level. This is a developmental position with non-competitive promotion potential to the GS-12. You will serve in an entry level, developmental capacity to acquire the necessary knowledge, skills, and abilities. You will have non-competitive promotion potential to the GS-12 when all work can be performed at that level and all other requirements are met.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
