About the Position: Serves as a senior HR Specialist performing operational assignments in CHRA. The Civilian Human Resources Agency exercises world-wide command and control over the Army's entire civilian personnel operational structure consisting of all CONUS and OCONUS HR Regional Processing Centers, Civilian Personnel Advisory Centers (CPACs), and Non Appropriated Fund Human Resources Offices (NAF HROs).
Duties
Apply the full range of HR methods, principles, and practices to advise on and resolve the full range of operational problems.
Provide guidance on merit system principles, prohibited personnel practices, development and use of valid selection criteria, and other approaches that help in staffing the organization and in improving employee productivity, morale, and retention
Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
Utilize a wide range of HR practices, laws and regulations to provide expert HR management advisory and technical services to include formal and informal training to both customers and coworkers
Develop long and short range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.

Specialized Experience: Apply the full range of HR methods, principles and practices; advise management on staffing requirements and issues; evaluate position management; execute recruitment, placement, RIF procedures; provide advice and/or assistance regarding HR systems; advise on HR rules, regulations and laws.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
