AFLOA represents the US AF in almost all contract litigation, most of which occurs at the US Government Accountability Office, the Armed Services Board of Contract Appeals and the United States Court of Federal Claims. AFLOA also often represents the agency in ADR proceedings; e.g., mediation or arbitration.

Duties

Duty 1:In a Career Broadening capacity serves as a Principal Trial Attorney and Litigator. The incumbent is assigned by the designated Supervisory Attorney, Principal Senior Trial Attorney or, on occasion, by the Director of the AFLOA/JAQ Commercial Litigation Directorate to serve as the primary attorney charged with the preparation and presentation of the United States Department of the Air Force's position in multiple federal procurement litigations (e.g., bid protests, contract disputes, etc.) before administrative tribunals and/or federal courts (e.g., the Government Accountability Office ("GAO"); the Armed Services Board of Contract Appeals ("ASBCA"); or the United States Court of Federal Claims) Duty 2: Maintains Highest Level of Federal Acquisition Matter Expertise & Provides Reliable Legal Advice. Independently, executes legal analysis relevant to the Air Force's procurement mission. Maintains federal acquisition subject matter expertise by independently keeping apprised and researching changes in federal procurement statute, regulation, executive branch policy and case precedent. Disseminates updates on federal acquisition reform to colleagues and Air Force clients.

• Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

• Mobility agreement must be signed.
• Must be able to obtain and maintain an appropriate security clearance.
• PCS cost may be paid IAW Career Broadening Policy under this agreement.
• Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
• Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
• Career Broadening also provides training and developmental opportunities at various organizational levels.
• These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
• TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
• Employee may be required to travel for temporary duty away from home station.
• Employee may be required to work overtime.
• Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. BASIC REQUIREMENT: Applicant must be a graduate of a law school accredited by the American Bar Association -And- an active (or equivalent) member, in good standing, of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia. SPECIALIZED EXPERIENCE: In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable federal Rules of Civil Procedure, and litigation techniques necessary for the defense of the AF in administrative and judicial forums. 2. Knowledge of Federal Rules of Civil Procedure, and litigation techniques necessary for the defense of the AF in administrative and judicial forums. 3. Knowledge of the role and duties of a Government/Air Force attorney to include an understanding of Department of Defense and Air Force structure and chain of command. 4. Skill in interpreting the law and applying it to legally and factually complex situations and skill in the exercise of legal judgement. 5. Skill and ability to communicate effectively, both orally and in writing, with both professionals and non-professionals. 6. Ability to prepare cases for trial and to defend the AF before administrative and judicial forums. Ability to research legal contracting issues, analyze complex factual situations, and develop evidence to support AF litigation positions.

Education

EDUCATION: Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
