The primary purpose of this position, LOGISTICS MANAGEMENT SPECIALIST GS-0346-13, is to serve as a Senior Logistics Management Specialist/Product Support Manager (PSM) performing logistics duties that support the organization.

Duties

Serve as primary point of contact for development, update and continuous evaluation of the total program of logistics sustainment actions required in support of the program. Plan, organize, direct, and coordinate activities of functional specialties: including, contracting, engineering, budget and configuration/data management to develop complete strategic and tactical plans to support acquisition programs assigned to the Squadron. Evaluate status and effectiveness of programs across all functional areas to assure that Integrated Support Plans and time-phased schedules are adhered to by all activities. Interpret acquisition, logistics, and program management policies and directives. Advise senior staff of program logistics support requirements and objectives, significant actions or problems, and provide recommended solutions

  • Must be capable of absorbing and retaining a broad scope of complex information.
  • Employee is required to complete "Public Financial Disclosure Report" upon appointment and will be required to file annually.
  • Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee will be required to meet the continuing acquisition education requirements.
  • PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. The work involved (1) identifying the specific requirements for money, manpower, material, facilities, and services needed to support the program and (2) correlating those requirements with program plans to assure that the needed support is provided at the right time and place. Logistics work requires (1) knowledge of agency program planning, funding, and management information systems, (2) broad knowledge of the organization and functions of activities involved in providing logistical support, and (3) ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of the laws, principals, and practices of logistics management and systems acquisition along with a through familiarity with and technical competence in the major material management functional areas. 2. Knowledge of system logistics, program support planning, programming, budgeting, and funding policies; logistics data requirements, management systems and integrated data systems objectives, planning and projects. 3. Knowledge of the way in which industrial concerns and the using activities/operating contractors are affected by Air Force Material Command programs. 4. Ability to professionally represent the organizations in meetings and personal contacts with representatives of USAF using commands, joint commands, other agencies, and contractors. 5. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
