You will serve as a PROGRAM ANALYST with Planning, Design, and Construction Directorate of NAVFAC OSF.
Duties
You will apply law, policies, regulations, principles, standards and procedures to management and program analysis activities (e.g., developing studies, metrics, methods, advising others).
You will demonstrate the ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences.
You will make clear and convincing oral presentations. Listens effectively; clarifies information as needed.
You will identify and analyze problems; weigh relevance and accuracy of information; seek/generate and evaluate alternative perspectives/solutions; make timely/effective recommendations, based on potential implications of findings or conclusions.
You will critically evaluate to identify the causes of problems, and choose courses of action that balance the interests of the mission and stakeholders.
You will apply mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Ensures that related budget formulation assumptions, financial management analyses, and any programmatic resourcing recommendations are provided in accordance with all applicable program policies, procedures, and guidance (2) Tracks and evaluates program requirements/objectives and the budget throughout the operating year, via integrated reporting systems, against the Execution Plan (3) Provides complex substantive management support services in the area of program cost analysis, annual/multi-year long range fiscal planning, and development of annual work plans (4) Develops formal briefings and presentations of the budget to management and operating officials (5) Maintains accuracy of financial data for projects. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment
