Incumbent performs duties related to leading, documenting, and coordinating joint service Morale, Welfare and Recreation (MWR) projects, Child and Youth Programs (CYP) projects, and Financial Management on behalf of the Office of the Deputy Assistant Secretary of Defense for Military Community & Family Policy (MC&FP). Focus is on effective use of resources and technology, in the execution of Department of Defense (DoD) wide projects that support the mission and direction as provided by MC&FP.
Duties
Analyst duties comprise 75% of incumbent's time and include but are not limited to:
Performs feasibility analysis, scopes projects, and works with the various project teams to prioritize deliverables and confer on product functionalities.
Develops detailed project plans to monitor and track progress.
Develops detailed project plans to analyze and translate departments' business requirements into system deployments and/or business process changes.
Combines project management expertise to coordinate internal and external resources in order to execute complex IT systems projects related to multiple business functions including human resources, procurement, payroll, and finance.
Creates source documents that can be utilized as performance work statements for procurement actions.
Defines and documents requirements for finance, human resource, and information technology functions and processes.
Consults with MC&FP action officers, Service level representatives, technical SMEs to identify, define, and document business needs and objectives, current operational procedures, potential barriers to success, and output requirements.
Acts as a change agent to help facilitate effective deployments/modifications to current practices.
Acts as a liaison between MC&FP staff and Service level end-users, technical analysts, information technology analysts, consultants, and other governmental organizations in the analysis, design, configuration, testing, and maintenance of various technology based solutions to ensure optimal operational performance and integration.
Tracks and fully documents changes for functional and business specifications; writes detailed universally understood procedures for permanent records and for use in training.
Identifies opportunities for improving business processes through information systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems and/or operational changes.
Develops flow charts and/or business process descriptions to enable the technical experts to understand the business needs.
Leads multiple project teams through process mapping and requirements development leading to collaboration with contractors to improve current technology solutions.
Prepares and delivers high level briefings to be delivered to Flag/SES within and external to Department of Navy (DON).
Schedules and manages multi-service meetings to gain consensus, provide updates, and propose solutions.
Serves as the Contract Officer's Representative on large scale contracts.
Serves on Technical Evaluation Boards to select prospective vendors. Directs/conducts cost comparison/benefit studies of current or projected programs and develops lifecycle cost analysis of projects.
Manages changes to the project scope, project schedule, and project costs using appropriate verification techniques.
Develops judgments, inferences, assumptions and conclusions as to the affect the plans have on current and future organization activities.
Prepares study goals, objectives and milestones; makes adjustments as required; analyses and considers interrelated issues of effectiveness, efficiency, and productivity.
Supervisory duties comprise 25% of incumbent's time: Directs work to be accomplished by staff which includes direct supervision over three NF-05 Analysts and one NF-04 Analyst positions.

Qualifications

Candidate must possess at least 6 years' experience with the administration, management, and financial processes of a large community, industrial, or military community support program (such as Morale, Welfare, and Recreation programs or Child & Youth Programs)
A qualified candidate possesses the following:
Knowledge of the goals, principles, and techniques of the administration, management, and financial processes of a large community, industrial, or military community support program.
Knowledge of support services and the integration between programs, finance, human resources, and information technology.
Knowledge of non-appropriated (NAF) and appropriated fund (APF) financial management.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
Knowledge of and skill in leading a complex IT or program enhancement or implementation project.
Knowledge of theories, concepts, and practices in administering MWR and CYP programs, and the skill and ability to apply this knowledge to very broad assignments.
Knowledge of and skill in interpreting governing regulations and laws.
Skill and experience with leading change, conflict resolution, and managing multiple project schedules.
Skill in designing and conducting comprehensive management studies that result in solutions to especially broad, important, and severe management problems.
Skill in using a multitude of business software that may include point of sale systems, and Microsoft Office Suites (e.g. Word, Excel, PowerPoint and Outlook).
Skill in project management; especially, in the areas of military Quality of Life (QoL).
Ability to perform the full-range of supervisory duties.
Ability to demonstrate a familiarity with information technology and its application to business processes and/or to an organization.
Ability to analyze existing processes in order to refine and improve effectiveness, improve end user experience and/or expand capability.
Ability to prepare and deliver briefs and status updates to senior military officials.
Ability to lead formal meetings or groups with the objective of gaining consensus.
Ability to communicate effectively both orally and in writing.
