This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need position to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Conducts investigations to apprehend and/or detain persons committing crimes against persons and property. Serves as point of contact for civil law enforcement agencies required to serve due process to military and civilian personnel on the installation.

Duties

Coordinates with civil and military agencies involving jurisdictional authority, exchange of information, and similar problems and considerations. Appears as a witness or testifies at trials, hearings, court martial and other federal judiciary proceedings regarding results of investigations. Examines scene of incident and safeguards evidence for further examination. Resolves problems arising due to jurisdictional or procedural differences between the military and civil agencies. Ensures audit trail is complete from initial receipt to final disposition of the case. Trains personnel on evidence safeguarding and control.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able obtain and maintain a Secret security clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • Successfully graduated from the USAMPS Military Police Investigator Course.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Incumbent must successfully pass a pre-employment and recurring medical evaluation.
  • Incumbent must pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001.
  • Incumbent in this position is designated as Mission Essential position during Inclement Weather Conditions or other designed/identified emergency conditions.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This is a TERM position scheduled to last two years.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) performing major duties in the area of police investigations; (2) investigating offenses committed by or against personnel, or against government and/or private property; (3) developing investigative plans, and adapting specialized investigative methods, techniques, and procedures to the specific investigative situation AND provide knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
