This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Military Housing Offices to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Housing Manager position with the Fort Stewart Department of Public Works Military Housing Offices.
This is a Term position scheduled to last no more than 13 months. A term position may be extended to a maximum of ten years depending upon the needs of management.
Duties
Brief and/or counsel Active Duty and retired, accompanied and unaccompanied Military as well as DoD Civilians, and/or Family Members transferring to the installation who seek assistance in locating housing within the local area.
Schedule and perform various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral.
Review and compile recurring project reports to recommend procedures that increase efficiency and to ensure compliance with laws, regulations, and time standards.
Research, interpret, and analyze legal and lease transaction documents to ensure compliance.
Serve as the Housing Manager responsible for direct, on-site management, administration and implementation of projects, facilities, or complexes in support of the housing management programs.
Mediate rental complaints by and/or between landlords and tenants involving such issues as unpaid/overdue rent or security deposits, condition of the rental unit, damages, lack of repairs, and lease breaking, and follows through to completion.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a National Agency Check with Inquiries (NACI) Background Investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualification Requirements: Specialized Experience: One year of specialized experience which includes:1) compiling data for a variety of reports pertinent to information such as availability of housing, quarterly data on customer service, and Housing Market surveys and analysis; 2) monitoring and assessing the property management and maintenance operations of an property management company and facilities for appropriate quality and performance levels; 3) researching and analyzing legal and lease transaction documents to ensure compliance; 4) performing a variety of inspections of rental properties to determine as a listing for referral and within compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Property Management, or Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
