This position is assigned to the Credentialing & Privileging Office which is responsible for providing administrative and technical direction and support to the credentialing and privileging operations. The Credentialing & Privileging Office supports all divisions of the facility including full time, part time, temporary, intermittent, contract, without compensation (WOC) and fee basis resources.

Duties

Serves as a Health Care System Credentials File Manager and subject matter expert for accreditation involving licensed independent practitioners and dependent practitioners. Assists the Clinical Leadership in developing short and long term goals necessary to accomplish mission of the credentialing and privileging program. Identifies the resources necessary for accomplishing the mission and function of the credentials and privileging program. Provides and annual assessment of the program effectiveness for inclusion in the hospital-wide performance improvement program assessment.. Provides ongoing review of regulatory requirements, TJC Standards, and VHA Handbooks and Directives. Receives and reviews both sensitive and non-sensitive correspondence for the credentials function. Triages correspondence and communications to determine which items require immediate attention and which are confidential in nature. Receives and reviews daily reports daily detecting problem areas requiring further investigation. Upon identification of a problem, researches references materials, regulations and standards in order to identify appropriate action necessary to correct the problem. Manages provider applications (initial and renewals) for the credentialing and privileging within the facility. Incumbent has a broad knowledge of medical specialties, core privilege's and Scope of Practice and is a technical advisor to clinical leadership for development of hospital and department specific privilege's and assures that complete documentation is available to support privilege's granted to providers within their training and/or experience. Provide guidance and instruction to hospital staff in completing the required documentation of establishing privilege's for Healthcare for Healthcare providers. Upon receipt of individuals credentials files for review, incumbent ensures primary source verification to include but not limited to licenses, certifications, medical specialty training, board certification, continuing medical education credits, etc. Manages all other actions and correspondence in connection with credentialing and privileging actions, and serves as technical advisor to service chiefs on routine and noncomplex matters related to credentialing and privileging health care practitioners, such as Focused Professional Practice Evaluation/Ongoing Professional Standards Board and/or Clinical Executive board. Serves as technical advisor to Professional Standards Boards and Clinical Executive Board. Researches and reviews related literature and regulations in order to keep informed of current requirements in the credentials and privileging arena as they affect health care providers (HCPs) within the Health Care System. Conducts final appointment into the VetPro database, after thoroughly researching, analyzing and validating all data, information, documents and signature authorities. Delegated authority to initiate requests for information to the National Practitioner Data Bank and to respond to correspondence for requests for provider credentialing information from external entities in accordance with the Privacy Act. Manages, administers and assures accuracy, security and maintenance of operations database systems. Provides quality control checks on data. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Candidates must meet the following Individual Occupational Requirement (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. And Specialized Experience 07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work in the field of Health systems with progressively responsible analytical, clinical management experience in the health care field that included communicating factual and procedural information clearly, orally and in writing as it relates to credentialing and privileging. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Specialized Experience 09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad and thorough knowledge of pertinent laws, regulations, policies and precedents, accreditation standards, guidelines and local medical center policies related to the principles, practices and program goals of the Credentialing and Privileging (C&P) program. Comprehensive knowledge of Vet Pro policies. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the C&P operations and toward the planning and accomplishment of a variety of routine and complex work assignments, such as advising leadership on documentation requirements for provider profiling and competence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-09 grade level. Incumbent may carry and lift light items weighing less than 15 pounds.
